WITH reference to your letter of the 15th instant on the subject of the Opium Commission to meet at Shanghae, I am directed by Secretary Sir Edward Grey to inform you that he has no objection to the appointment of some non-official representative to serve on that body.

I am to inquire whom Lord Morley would propose to appoint.
